Board Creation “Team visibility with assignee lists”

I had been reading this post from 4 ways to use GitLab Issue Boards | GitLab. Except the #1 point, i was not able to create anything on my Gitlab (Free) account. I’m specifically more interested towards the #3 point Team visibility with assignee lists .

Can someone please advise if that’s available for Free Plan and how to configure that?
