Gitlab.com CI issues

1. New pipeline does not start and keeps pending for over one hour.
2. I got a timeout failure around May 14, 2020 10:00 pm. This job ran for 234 minutes 28 seconds but the project timeout has been set to 1h. The runner is shared-runners-manager-4.gitlab.com (#44949).

Are there any technical issues? It seems that the CI service is very unstable now.
