How To enable File Uploads in Webinterface?

Hey there,
i have the latest Version of Gitlab installed and running (10.8.4-ee).
In my repos i can create a new File, but no Folders and no File Upload.

I can’t find something about enable File Uploads in the Webinterface.
Can someone give me a hint please.

I got it, the Uploadbutton is now there.

But, if i upload a file it is shown in repo but the file is not there, not found.
