I’m exporting a project from a private instance running 8.14.4. When importing into GitLab.com I get the issues but nothing else:
A messages does come up if I keep the import running, am running it currently to get this as it’s inaccessible once navigated away from.

Failed to replace merge_requests because one or more of the new records could not be saved. That attempt got issues.
Edit – Attempt 2
Another attempt has just failed with the following message:
Validation failed: User already exists in source. No issues managed to get imported this time.
