Gitlab is a coding platform, not a CDN (content delivery network) and therefore treating it as such I would believe you to be in breach of the terms and conditions.

You should be hosting your website properly using your own resources that you pay for.

Storing in the form of commited code so basically your website in code form, would be OK. Attempting to use Gitlab as a CDN for delivering your images is not.
