Issue weight should not be used in a (Free) project on SaaS

Issue weight | GitLab says that is Premium feature but I can use that feature in a Free project on .com (SaaS).
I did not test it on Community Edition or on Enterprise Edition without license yet.

Hi @tnir :slightly_smiling_face: I just tried on one of my public projects on GitLab SaaS without a license
to see what happened there and I guess there is kind of a bug somewhere :thinking:

  • My project was public and I could use the issue weight feature
  • I made a project private and the issue weight feature was blocked, so I thought that it could be related to the fact that some Premium/Ultimate features are “allowed” on public projects but then
  • I made my project public once again and the issue weight feature is still disabled

@tnir should we create an issue about this? Lately I also noticed some funkiness with the issue’s sidebar showhing things like the possibility to set the assignee even if the current user doesn’t have the permission to :thinking:
