Newly created public projects do not have access to paid features without a subscription

These questions are for GitLab SaaS service.

Previously, public projects have access to paid features such as mirroring by pulling from remote public git repositories without a subscription. I uses this features to sync some upstream repositories to gitlab as a backup.

Recently, I tried to setup a mirror pulling from a Github repository recently and I found that the feature is disabled. Public projects that were created before are not affected.

I do not see any announcements of this change. Do I need to upgrade to a paid plan to use this feature? Or is it just a bug in Gitlab and it will be fixed in the future?

We did make an announcement in our blog on this topic.

Newly created public projects will no longer automatically receive top tier benefits as of 2022-02-17. In order to receive them, you will need to apply to The GitLab for Open Source Program.

Do I need to upgrade to a paid plan to use this feature? Or is it just a bug in Gitlab and it will be fixed in the future?
