Missing a step to getting Description Templates

GitLab CE 10.4.0 - 128ef10
Oracle Linux 7.3

  1. Start a New Issue.
  2. See under the Title field that I can add “description templates.” Click on the friendly Help link for how to set that up.
  3. Go find /opt/gitlab/embedded/service/gitlab-rails/.gitlab/issue_templates/.
  4. Find three files in there already.
  5. Wonder how I can get my GitLab instance to recognize the files are there, so I can get the dropdown menu advertised in the help page, but doesn’t actually appear.
