This is not a Q&A entry but rather a defect.
Please correct repository–> tags page so that notes text is visible and not cut off by soft buttons such as edit to the right on notes. The notes apparently do not wrap properly and the soft buttons cover the text so that a user cannot see.
If one has permission to edit the text then the error can go away. This error goes away after clicking edit for the notes text and then clicking on cancel. Then the text is visible and the buttons move inline with the tag line above the notes text.
