"Set to auto-merge" not auto merging

Problem to solve

Sometimes (a lot more recently), when we click on the Set to auto-merge button, the MR is not being merged. We then assume its going to merge, only to come back some time later and find out it never merged.

Steps to reproduce

  1. MR was approved.
  2. Reviewer clicks Set to auto-merge button
  3. Come back later after pipeline steps have all ran and passed yet MR was never merged.
