Should I be able to download an attachment using the Issues API?

Hi everyone,
Can I use the Issues API to download an attachment from an issue that is in the queue? An email has been forwarded to the Issues queue, and it contains an attached file. I would like to use the Issues API to download that file?

There’s a WIP community contribution in !31660 of this feature is going to move into a review. This means you could download the attached file soon.
