i would like to hold and maintain design discussions for a product my team is developing. we’ve been using the wiki for these, but it is not as helpful as i would like.
does gitlab offer a forum (something like this) that is tied to a private repository and only visible to my teammates?
I don’t think this is possible. However, you could have a repo with only the issues board visible, and use GitLab’s design management tools.
that’s unfortunate. i’m looking for something like github’s discussions. i’ll see what i can do with a separate repo and using the issues

Although I’ve been unable to locate it recently, if you use something like Issues · GitLab.org / GitLab · GitLab to search, you should find an issue requesting this feature. I suggest you vote for it.
