Gitlab Account Deletion Request without 2FA

A colleague is currently locked out of his GitLab account due to a 2FA issue. He recently had to change his work laptop and, unfortunately, also lost access to his Google Authenticator on his phone, which contained the 2FA for GitLab. Additionally, he no longer has access to the one-time recovery codes.

He does not mind opening a new account with this work email, but he is unable to delete his account without logging in. Is there a way to request account deletion - given that a lot of posts mention that free accounts do not get any support?

Account deletion could fall under GDPR, where a personal data request needs to be submitted (it is linked from the forum FAQ resources).
