How can I set the default project creation levels for groups in 10.7.3?

Hello, I recently installed a new GitLab server using the latest 10.7.3 Omnibus RPM package. I have another server running 10.6.3. In the 10.6.3 version I am able to set the default project creation level for groups in the Admin section, but I can’t find the option in the 10.7.3 build. Am I just not finding it or did it go missing? Here is the setting I am trying to make:

I figured out what the problem was. I hadn’t uploaded my licenses yet so this feature wasn’t enabled. Once I put my license in, I was able to make the setting.
