Not receiving emails when someone opens an issue

I’m hosting some open-source projects on
I’ve noticed it doesn’t send an email when someone opens a new issue on projects I maintain.
I was wondering if there’s some option to enable this?

(I receive emails just fine when there are comments on an issue I’ve already interacted with).

Is this problem occurring even after you’ve ensured your project-level Notification settings is set to Watch?

I have the project notifications set to Global and the global notification level set to Watch but it isn’t sending them. Do I have to explicitly set every project to Watch?
