Ownership transfer without access to owner's account

This is a very peculiar request.

I was working with a friend on a project currently running in production. My friend was owner of the project, I am a maintainer.

Unfortunately he passed away… We have no way of transferring the ownership to me.

I don’t know where to start except asking GitLab to perform the transfer on his behalf.

I suggest you to open a support ticket and see if they can do something: being you already a maintainer of the project, they can probably arrange something.
