Permissions of files uploaded to a snippet

Hello,

I maintain a GitLab Community instance that is currently on version 13.2.1. I’ve created a snippet with “internal” permissions. I then uploaded several images using the “Attach a file” link when in edit mode. The files are uploaded to /uploads/-/system/personal_snippet/. When other users navigate to the snippet they are unable to see the images and get a 404 when clicking on the links. Changing the permissions of the snippet to “public” did not make a difference.

Any help would be greatly appreciated!
