Exporting Issues to CSV

I was looking for a way to export our list of issues to a CSV file and was surprised that it’s not part of the Core experience. I feel like this feature shouldn’t be behind a paywall just like importing issues into GitLab.

We have the self-hosted GitLab CE for our office and needed to provide a list of issues we have created that involves a 3rd-party vendor. However, our GitLab instance is on a private IP address so they won’t be able to create an account and access our issues.

What was the reasoning behind putting the export functionality behind a paywall?
