it seems that gitlab-ce_17.0.0-ce.0_amd64.deb isn’t available for ubuntu/bionic.
Is this version deprecated?

Ubuntu 18.04 is EOL since April 2023. So most likely yes, it’s been deprecated by Gitlab as well now.
You should be upgrading your server, ideally to the latest Ubuntu LTS release which is Ubuntu 24.04, since Ubuntu don’t even release updates for 18.04 anymore.
