Owner cannot allow to create access tokens in groups

• Gitlab version - SaaS free tier, latest version on 08.10.2023

Description:

I, as a group owner and single participant in the group, want to create an access token. I’m unable to do it, cause on page Settings → Access token (https://gitlab.com/groups/XXX/-/settings/access_tokens) I see warning that group admin should enable this feature. After I’m being redirected to setting page, I do not see any checkbox or config related to it.

This problem both exists for already existing groups and on new groups

Project/Group Access Tokens are not available on Free SaaS. Only on paid subscriptions.
