User verification required for private runner?

Hello GitLab team,

Our team is based in India, and it is nearly impossible to verify users to use shared runners as Indian credit cards are not accepted by GitLab. I’m planning to set up private autoscaling runners for our projects; before investing in the effort, is user verification mandatory for private runners too?
