If you’re using gitlab.com SaaS, Group Access tokens are only available for groups with a Premium or Ultimate subscription.

On self-managed instances, Group Access tokens are available to all (including GitLab CE and GitLab EE Free Tier) unless they’ve been specifically disabled.
