I cannot log in into my GitLab.com account. It is most likely because I hosted some erotic programs (but completely fictional and legal). To be honest, I did not read through ToS beforehand. As I just did, I realized GitLab.com does not allow obscene content. Therefore, I will move my repo somewhere else. However, is it possible to reinstate my account so I can inform my former users to go to the new place?

I don’t work for Gitlab, so I cannot help you. You need to open a support ticket with them. If you cannot do that, then you need to find alternate method to contact them - telephone or whatever. Or wait for someone from Gitlab team to visit this forum and see your post.
